Born October 26, 1963. Single. Passed the Philippine Bar in 1991. President of the International Association of People's Lawyers (IAPL) since 2006. Legal Consultant of the National Democratic Front of the Philippines (NDFP)-Nominated Section in the Joint Secretariat of the Joint Monitoring Committee (JMC) of the Government of the Republic of the Philippines (GRP)-NDFP Comprehensive Agreement on Respect for Human Rights and International Humanitarian Law (CARHRIHL) since 2004. Special Legal Consultant on UN mechanisms for KARAPATAN (Alliance for the Advancement of People's Rights) since 2003; appeared before the UN Human Rights Council and UN special rapporteurs and representatives; assisted in the special hearings on extrajudicial killings and disappearances before the pertinent committees of the US Senate and House of Representatives in 2007; assisted in filing complaints before the UN Human Rights Committee. Legal consultant/counsel on special issues, campaigns, fact-finding missions, people's tribunals and cases of political detainees/prisoners, victims of human rights violations, asylum-seekers and various mass and people's organizations since 1991; served as one of the prosecutors in the Permanent Peoples' Tribunal 2nd Session on the Philippines in 2007.
